Mr. Torres has successfully evaluated, transferred and commercialized technologies in multiple fields and countries and enjoys helping entrepreneurs and inventors get their innovations to the market. Hector is actively promoting and assisting Universities, Research and Development Centers, and inventors in the commercialization and transfer of their intellectual capital. Mr. Torres has a Bachelor of Applied Science Degree in Computer Science from Davenport University, and a Master of Science in Technology Commercialization from the McCombs School of Business at the University of Texas at Austin.
Teofilo Tijerina | COO
Teofilo Tijerina founded and has served as Executive Director of EDCO Ventures, a 501 (c) (3) business development organization that partners with universities, government laboratories, risk capital groups, and individuals to commercialize technologies and launch innovative business ideas in economically distressed communities. Some of the notable startups assisted by EDCO include Plasma2Energy, KPS Partners LLC, CherryFusion, MiniDonations, and Tevido Biodevices. Mr. Tijerina has worked as a Venture Manager for Cielo Community Development Venture Capital and spearheaded the capitalization of the Innovation Fund. Mr. Tijerina also co-founded Innovei International in El Paso, Texas. Teofilo’s prior experiences include several technical and managerial roles at Dell, Conexant, MFI International, and Dow Chemicals. He received a Bachelor of Science Degree in Chemical Engineering from Stanford University.
Dr. Jesus Seañez | Director and CTO
Jesus Seañez holds a Doctorate Degree in Information Technology with a focus in the development of medical devices, and a Bachelor of Science in Biomedical Engineering from the the Monterrey Institute of Technology and Higher Education. His doctoral dissertation focused on improving medical device development by using innovative, pioneering tools and intelligent systems. He is part of the first spin-off generation of the ITESM’s Technology Incubation Cells and was awarded the Dow Sustainability Innovation Challenge Award. Dr. Seañez is involved in other healthcare projects, such as in the development of a new tool to completely digitalize EKGs.
David Cibrian | Director
David Cibrian has led a broad range of domestic and international negotiations, and has represented US, Latin American, European and Asian clients in the planning, structuring, negotiation and implementation of joint ventures, mergers, acquisitions, divestitures, commercial lending transactions, trade, financing, and contract matters. David's prior experience as a CPA with Ernst & Young in Los Angeles has allowed him to use a financial-oriented approach to his law practice. Mr. Cibrian was formally President of a power electronics, energy efficiency technology company. David has appeared on FOX Business Network and been quoted in international business and legal media including The Wall Street Journal, Investor’s Business Daily, Newsweek and Mexico’s El Financiero.
Dr. Noel Leon | Technical Team
Dr. Noel Leon is one of leading consultants and project facilitators in innovation technology of design. He holds ten issued patents, and has applied for 20 more. Dr. León has published more than 100 papers in indexed Journals and Conferences and is a member of the Mexican National System of Researchers. He is the founder and ex-chairman of the Mexican TRIZ Association, and of the IFIP WG5.4 Computer Aided Innovation. Dr. León holds a Doctoral Degree in Mechanical Engineering from the Dresden University of Technology in Germany, from which he graduated Summa Cum Laude.
Dr. Olivia Barron | Technical Team Mexico Team
Dr. Olivia Barrón has been a consultant to numerous companies in the area of economic resources procurement for the development of research projects and in the development of web applications. Among these companies are Vitagenesis, BioEstadistica, and Consejo para el Impulso de la Industria de los Medios Interactivos. She is actively involved in mobile application development for iOS and applications of artificial intelligence in healthcare. Dr. Barrón was a visiting researcher at the Center for Research in Engineering Design at Carnegie Mellon University in 1996, and holds a Bachelor’s Degree in Electronic Systems, a Master’s in Computer Science, and a PhD in Artificial Intelligence, all from the Monterrey Institute of Technology and Higher Education.

Gail Page has been called a “healthcare visionary” by Austin’s Culture Map. Ms. Page is fueled by a passion for emerging technologies, and her career has been focused on leading-edge healthcare, and for that she has been recognized by the likes of Forbes and Business Week. In 2004, she joined Vermillion Inc., an Austin-based company focused on novel diagnostic blood tests as President and CEO. With her passion for women’s health as a driving force, Vermillion became the first company to develop and launch an FDA-approved, blood-screening test to diagnose ovarian cancer, OVA1. Denise Caciagli Moon is a seasoned project manager with robust cross-functional business acumen in the medical device field. She has over 25 years of consulting experience, developing large cross-functional multinational teams and leading them from discovery to product launch. Ms. Moon held the role of Co-CEO at PacfiQ Systems for 15 years and has worked at Allergan Pharmaceutical company, Teva-Secor Pharmaceuticals, Edward Lifesciences and Endologix. Denise led the program project for Nellix, a disruptive technology, through FDA IDE submission. She was a key team lead from the inception to the European CE mark for GlucoClear, a sensor algorithm firmware and user-interface software that monitors ICU patients’ glucose level. Ms. Moon was also integral in the systems process development and FDA approval of VNUS Closure, a procedure that uses radiofrequency energy to treat Chronic Venous Insufficiency.

Victor Sanchez holds a Doctorate degree in Management Science from Jean Moulin University in Lyon, France, and a Master’s degree in Socioeconomic Management from Lumière University in Lyon. Dr. Sanchez is a graduate of the High Management in Innovation and Technology program from the Pan American University’s Business School and holds a Bachelor’s degree in Accounting from the Autonomous University of Hidalgo State in Mexico. He is a member of the Mexican National System of Researchers and his findings have been published in numerous international publications. Dr. Sanchez has also been a faculty member of the University of the Valley of Atemajac, and the Autonomous University of Hidalgo State in Mexico. He is the funding partner and co-director of Pragmatec, and has led dozens of consulting projects dealing with innovation management, strategic management and organizational development.

Mary Adams is a Regulatory Affairs and Quality Systems professional with over 20 years of experience in the medical device and combination products industries. Ms. Adams has held Global Regulatory and Consultant roles at Baxter Hyland, Cordis/Biosense Webster, Bausch & Lomb, and numerous start-up companies. In these roles Ms. Adams had direct interface with FDA and other international health departments to achieve product clearances and approvals.
